Natasha Brown, an IMO spokesperson, says the IMO's guidelines are currently under review, providing an opportunity for member states and NGOs to submit proposals for further work and action on underwater noise. "For mandatory measures, this would need to come from a proposal from an [IMO] member state or states," she adds.
